AED Project-Integrating Gender for Effective Policing: The Indian Experience

GTI is currently involved in a baseline study to assess gaps in training imparted to police personnel with emphasis on issues of gender. The project is titled Integrating Gender for Effective Policing: The Indian Experience. The operational duration of the project is one year starting from July 2004. The project will be implemented in two states namely Andhra Pradesh and Rajasthan. Academy for Educational Development (AED) is supporting the project.

The project goal is to address the inadequate South Asian regional networking and capacities of Police Training Colleges, local NGOs and experts on issues related to violence against women and trafficking.

The project objectives are to promote regional networking to strengthen training designs and methodologies and improve capacities of Police Training Colleges, local NGOs and experts on violence against women and trafficking.

Basic information will be collected by conducting training need assessment in the two project states. A summary of the activities to be undertaken have been divided into stages:

Stage I
Needs assessment studies in each of the targeted state.
Consultation with Police Trainers at Police Training Colleges with reference to gaps in curriculum of police training in terms of gender.
Networking with local NGOs and also other role players working on the issues of violence against women pertaining to domestic violence, sexual exploitation and trafficking.
Secondary database development.

Stage II
Dialogue and exchange of information among NGOs, Police Training Colleges and concerned department.
Institutionalisation of regional networking among the stakeholders.

Stage III
Need Specific Training Modules and Training Manual for the Police Trainers along with the pre and post assessment questionnaires, handouts and exercises. This shall be prepared in consultation with GTI Advisory Board, Police Training School Chiefs, Consultants and Training Team, and NGOs.
Evaluate training design, content, and methodology used in the project states.
Recommend suggestions for integrating issues relating to gender, caste, and social discrimination in the existing training curriculum.
