A Study on “ Special Arrangements to combat Violence and Crime against Women in the states of Punjab and Haryana
 

CSR conducted this study in collaboration with National institute of Public Corporation and Child development (NIPCCD), New Delhi.

The BIMARU states of Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh, despite some improvements, still show figures indicating backwardness in terms of various health indicators. Despite these adverse findings, demographic imbalances such as negative sex ratios are not highest in these states. On the contrary, it is the prosperous states of Haryana and Punjab that are among the worst with adult sex ratios of 869 and 886 respectively compared to the national figure of 934 females per 1000 males in 2001. India has 72 missing girls per 1000 boys; while in states like Punjab & Haryana the numbers rise to 207 & 180 respectively. While every 29th girl in India is missing, in Punjab every 5th girl child is missing. The worst case is in Haryana with gender difference of 19 in IMR. Given these circumstances, this study focuses on the states of Punjab and Haryana.

Major objectives of the study are to:

  • Understand the prevalence and patterns/forms of domestic violence and crimes against women in these states
  • Examine the nature of assistance and support services required by victims and the role of Crime against women Cells (CAWC) and other agencies in redressal of domestic violence
  • Assess the effectiveness of CAWCs in combating the domestic violence and redressal of crime against women
    Analyse the problems, constraints and gaps in functioning of CAWC, and
  • Suggest ways and means to strengthen the CAWCs for the effective combating and redressal of domestic violence

The study intends to use both secondary and primary sources for collection of information/data and quantitative as well as qualitative methods of analysis in research. Secondary sources of data will include documents/records like case reports, statistical reports, case history, orders and notifications. Tools like interview schedule, unstructured interviews and case studies will be used to gather information from primary sources.
