Facilitating Change: Restructuring Gender Relations 
A Manual for Police Trainers

The Manual, developed for police college trainers, is devoted to   the twin issues of trafficking and domestic violence - although disparate but intertwined by the factor of violence and unbalanced power relations. It objectively specifies action pointers that can be adopted by the police trainers to train personnel on the same.

The run-through theme of the police training manual is change. Change in attitudes of police to better understand the problems faced by the victims; change in the way community/society (of which police also is a part) perceives the victims; change in the approach adopted in interpreting some critical legal provisions for effective prevention; change in the entire policing approach – moving away from taking action to preventing further crimes. The Manual outlines the means to effective and sensitive policing – by highlighting the changes that can be brought about in (a) procedures and (b) attitudes/behavior.

The Manual focuses on both knowledge sharing and skill building. Each section in the Manual begins with the conceptual analysis of the issue followed by stating the problem and finally suggests newer ways for application of available knowledge. It also includes a toolkit (comprising of exercises) that can be used for training. Being based on a principle of participation as a key to effective learning, the Manual contains case studies, role-plays, simulation exercises, audio-video content analysis and story-reading to name just a few teaching techniques. 

In the light of the knowledge this is first-ever Manual catering to specifically police trainers on the issues of trafficking and domestic violence to be developed by a civil society organization. 

The Manual was released by Mr. K. K. Paul, Commissioner of Police, Delhi at the CSR’s Annual Day (hyperlink – to the report on the Annual Day). Dr. Girija Vyas, Chairperson, National Commission for Women (NCW) and Dr. Kiran Bedi, Director, Home Guards, warmly welcomed the effort CSR took in developing the Manual and gave a number of recommendations how to make the Manual reach out to its audience.  For further information and requests on the Manual, please, contact Ms. Anju Dubey - anju@csrindia.org
