Crisis Intervention Centre (CIC)

Over the last several years, there has been a spurt in cases of rape specially minor’s rape. However, probably because the Indian society has failed to keep pace with changes in human behavior, this issue has not been in the agenda of priorities. In view of this serious and alarming situation, Delhi Commission for Women by consultation with different Non Governmental Organisations and Delhi Police conceived the idea of establishing the CIC’s in all nine Districts of Delhi Police
 
Objective of the Crisis Intervention Centre
 

Setting up of CIC was a noble step to rehabilitate the minor rape victims. But since last two years it is providind services to victims of all age group.The aim and objective of the CIC was to extend a support system for the victims, where a trauma of Rape becomes a permanent scar on their psyche. This support system includes the counselling services for the victim and her family, which is comprises of psychological counselling to cope with the trauma, medical help along with the legal-aid where it is required and any other identified needs find during need assessment of the victim. The Delhi Commission brought the concept of the CIC for Women and with the standing order 303, it became a reality vied for Delhi Police. The main functionaries of CIC are Delhi Commission for Women, an earmarked voluntary organisation of the concerned district represented by Chief Co-coordinator and Delhi Police.

Functioning of Crisis Intervention Centres In Police District of Delhi
 
In order to handle the Investigation of rape and some other girl child sex abuse cases of the minors more professionally and with sensitivity and to rehabilitate the needy ones amongst them, Crisis Intervention Centres were set up in the police districts of Delhi following this standing order. The Delhi Commission for Women, Delhi Police and earmarked organisation have functioned in an integrated partnership for over two years to run these centres and to achieve the objectives for which they were set up.
 
Objectives :
 
  1. To provide support structure to minor victims of rape and other cases of girl child sex abuse
  2. To ensure professional investigation of such cases and their meaningful prosecution
  3. To provide social, financial, medical and counselling support to the rehabilitate the needy victims.
 
STRUCTURE :
 

Crisis Intervention Centres set up in each district, have several important functionaries viz. Police, designated voluntary organisations, Social Workers, doctors/psychologists and the lawyers, including the Prosecutors and Special counsels.

CSR as a Nodal Agency for South-West District :

Centre For Social Research is the nodal agency for CIC South-West District. CIC in South-West district is operational since April 2000. After the establishment of the CIC Centres in Delhi, CIC in South-West District formed a panel of doctors and lawyers along with psychologist to provide a overall support system for the victim and her family .

 
Chief Coordinator CIC South-West District:

Chief Coadinator is responsible for the coordination of all the support service to the victim and her family.
